  11. (1) NLS:  Congratulations to everyone who has worked on the
  12. effort to protect the specified line-item spending level for our
  13. library service from NLS.  When the Senate Appropriations
  14. Committee approved its bill for the legislative branch, the
  15. section on transferring funds was different from the version
  16. passed by the House.  For one thing, the Books for the Blind and
  17. Physically Handicapped program will be protected.  Letters of
  18. appreciation and support for this position should be sent to your
  19. own Senators and to Senator Connie Mack, Chairman of the Senate
  20. Appropriations Subcommittee on the Legislative Branch.  For the
  21. address, simply use the following:

  27.       The Senate action means that a difference will exist between
  28. the House and Senate versions of the Legislative Branch
  29. Appropriations bill.  After the bill passes the Senate, this and
  30. all other differences will be reconciled by a conference
  31. committee composed of members from the Appropriations Committee
  32. in both the House and the Senate.  In this case, the conferees
  33. will be the Legislative Branch Subcommittee members from each
  34. body.
  35.  
  36.       Each member of Congress (House or Senate) can help by
  37. expressing support for the Senate position on the transfer
  38. authority provision, section 208 of the legislative branch
  39. appropriations bill.  House members should be asked to urge the
  40. House conferees to accept the Senate position.  Senators should
  41. be asked to urge the Senate conferees to stand firm in
  42. negotiations with the House.
  43.  
  44.       The Appropriations, Legislative Branch Subcommittee members
  45. (House and Senate) are listed at the end of this notice.  Staff
  46. contacts plus telephone and fax numbers are provided.

  48. (2) COPYRIGHT AMENDMENTS:  Senator John Chafee of Rhode Island
  49. has announced that he will soon introduce a bill to enact as part
  50. of the copyright law the agreement which the National Federation
  51. of the Blind and the Association of American Publishers reached
  52. in January, 1996.  The legislation will remove existing
  53. requirements for approval by publishers before a copyrighted work
  54. can be reproduced or distributed in Braille, sound, or digital
  55. formats.
  56.  
  57.       All Senators should be asked to cosponsor Senator Chafee's
  58. bill to make copyright amendments for the blind.  This
  59. description--copyright amendments for the blind--can be used at
  60. present in place of a bill number.  A "Dear Colleague" letter has
  61. been sent from Senator Chafee to each Senate office.  Staff
  62. members who indicate that they have not seen the letter should
  63. contact Barbara Riehle on Senator Chafee's staff.  Her telephone
  64. number is 202-224-2921.  The text of the letter appears at the
  65. end of this message.  Many Senators will undoubtedly become
  66. cosponsors of this bill, but it is our job to let them know about
  67. it.

  69.       The bill which Senator Chafee is introducing will very
  70. likely be presented as an amendment to other relevant legislation
  71. that has a high probability of becoming law quite soon. 
  72. Therefore, a sizable list of Senate cosponsors will help this
  73. effort along.  It is possible that the amendment may be attached
  74. to the Legislative Branch Appropriations bill.  The Senate will
  75. almost certainly consider and pass that bill before the end of
  76. July.

  79. found immediately before the text of the "Dear Colleague" letter
  80. below.  The list is also on the National Federation of the Blind
  81. web site under the heading of "Legislation:  Current and

  83. this point we must make a maximum effort to obtain a sizable list
  84. of Senate cosponsors.

  538.       Most of us take for granted our ability to browse through
  539. the neighborhood library or a corner bookstore, searching for
  540. titles from Bestseller lists.  For an estimated two million
  541. Americans with blindness or visual impairments this sort of
  542. activity is impossible.  
  543.  
  544.       The Library of Congress operates a small program that makes
  545. an enormous difference in the lives of blind and disabled
  546. Americans.  This program, known as National Library Service for
  547. the Blind and Physically Handicapped, provides full length books
  548. and magazines in Braille and "Talking Book" formats to
  549. individuals who would otherwise be cut off from published
  550. material.

  552.       NLS selects, produces, and makes available to eligible
  553. individuals a wide range of published material.  Current law
  554. requires NLS, and a handful of organizations with a similar
  555. mission, to receive permission from either the publisher or the
  556. author before production can begin.  Regrettably, this process is
  557. often lengthy and cumbersome, delaying production for up to a
  558. year.  James Gashel, the Director of Governmental Affairs for the
  559. National Federation of the Blind, put it this way:
  560.  
  561.       "In a society whose members increasingly depend upon access
  562.       to information for successful living, blind people cannot
  563.       afford to endure a growing gap in access to knowledge."
  564.  
  565.       We plan to introduce legislation endorsed by the National
  566. Federation of the Blind, the Association of American Publishers
  567. and the U.S. Copyright Office that would amend the Copyright Act
  568. to solve this problem.  A copy of the proposed legislation is
  569. enclosed.  You may be pleased to know that this proposal has no
  570. budgetary impact, and we believe it is completely non-
  571. controversial.
